Under the Election Act, there shall be one Returning Officer for each electoral district who shall be appointed by the Chief Electoral Officer of PEI, for the term determined by the Chief Electoral  Officer. The returning officer must  be impartial, non-partisan, and  efficient to complete tasks of an election event within a very short and specific time.  They administer the election process in each of the 27 districts on PEI they were appointed, responsible for hiring staff, selecting voting locations, overseeing counting the ballots and reporting the results to Elections PEI. 

A Supervising Deputy Returning Officer (SDRO) is responsible for the setup of a polling location and operations on voting days. The SDRO is the liason between the polling location and the Returning Officer as well as with the scrutineers, agents and candidates.

Registration Clerks (RC) work during advance voting days and Election Day to scan Voter Information Cards and mark electors as "voted". They may also register new voters at the voting locations and to update voter information in an online database. Computer skills are essential to working as a registration clerk as you will be responsible for registering electors in a timely manner.  In addition to recording the votes, they also help in counting the ballots when the polls close on Election Day. Computer skills are necessary and further training will be provided. 

A Deputy Returning Officer also known as a DRO has very specific and important duties. These include providing ballots to electors and witnessing the ballots being deposited into the ballot box. The DRO alone is responsible for the handling ballots for the voting and counting. Following the close of the polls on Election Day, the DRO leads the counting team to count all ballots in the ballot box assigned to them.

The Information Officer (IO), (formerly known as a Constable) is the first election official a voter will meet when they come to a polling station. The Information Officer is responsible for checking for Voter Information Cards (VICs) and making sure Voters have the correct acceptable ID (PDF) They direct voters where to go within the polling station to vote.They ensure the flow of traffic at the polling station flow smoothly and may assist anyone with mobility issues into the polling station.
