When confirmation officers have completed canvassing their districts, and have delivered the confirmation records to the Returning Officer for approval (i.e. format, printing, date, signatures, total number of names) the Returning Officer forwards all confirmation records by polling division to the Chief Electoral Officer. The Chief Electoral Officer, on receipt of said forms, proceeds to prepare the preliminary List of Electors by having all the forms typed and photocopied and then makes available, immediately, one set (5 lists) to each candidate, political party and the Returning Officer. This procedure applies as well to any lists prepared as the Supplementary List of Electors.
These lists are the only lists to be used in the election and any attempt to compare these lists with any list used in previous elections (federal, provincial or municipal) only leads to confusion and misunderstanding by all concerned and must be avoided.
